I'd say it's lacking in storytelling and has a mediocre start. But the characters interactions are better than other novels, the setting is well thought out, and power system is entertaining which is all I'm looking for in a novel, so I'll give it a 5.

I find it unusual to find such a well written story with such a generic name. Although it started with a light-hearted tone and the usual trope of transmigration into another world with a golden finger "The SYSTEM", but this story certainly isn't one with a convenient system providing protagonist everything he will need and more even before the next arc starts. Below the comedic undertone lies a dark world of sinister intension and treachery. The protagonist is trying to find young masters to face slap but is getting his ass handed to him every time. Story doesn't revolve around protagonist portraying him as some genius but as a minor character playing pawn in games and schemes of established giants . Protagonist realises that is a pawn early on and he needs to be a good one if he doesn't want to be thrown away, atleast until he has enough strength. Situation just doesn't make it so that he ends up the ultimate winner after every arc, he only ends up getting used , bruised and minor gains. Kind characters are not the one for this story. This story certainly fits well with how a strength based cultivation world where law of the jungle works should be against the ones where host gets a thick and absurd plot armor along with kind grandpa, shallow heroines who are as dumb as a rock, arrogant enemies who have holes in their brains and end up getting used by the protagonist. There is a lot more I would like to write but let's not spoil it.
The world structure is also very well defined even with multiple power system each with their own unique features. Protagonist doesn't get to jump levels as you can guess with the name " passive system" . System doesn't make him an absolute genius even in same power level but it does make him versatile. Overall it's one of the best cultivation novel out there.
